Last year’s flooding of the Missouri River is a memory, but it’s providing a fresh jolt to KCP&L’s customers in St. Joseph. Their electric bills are going up, and other customers’ might eventually. Residential customers of the former St. Joseph Light & Power, which was acquired by KCP&L, will be charged more beginning March 1 through the utility’s fuel adjustment charge.

In a unanimous opinion Tuesday, the Missouri Supreme Court struck down a 2010 ethics bill that banned the laundering of donations through campaign committees. The court said the ethics legislation was added to an unrelated bill dealing with how statewide elected officials contract for purchasing and printing services.
