The state of Arkansas passes Ammendment 3 on becomes the #$2th state to legalize a lottery. Proceeds of the lottery games will go to Arkansas scholorship funds for students. It passed on the Nov. 4 2008 ballot.

The Arkansas constitution has banned the practice of lotteries since 1836. As the world changed and the games have become common place, Arkansas was loosing lots of revenue as locals crossed the state lines to buy their lotto tickets. That's about to change.
