Much of the responsibility for passing Gov. Steve Beshear's casino gambling bill will fall on Senate Democratic Floor Leader R.J. Palmer, who is co-sponsoring the proposal and hopes to deliver all 15 votes from his Democratic caucus.

FRANKFORT — Backed by a bipartisan coalition of lawmakers of both chambers of the General Assembly, Gov. Steve Beshear introduced a constitutional amendment to allow casinos. The bill, filed Tuesday by Sen. Damon Thayer, R-Georgetown, would allow as many as seven casinos — five at horse tracks and two elsewhere.
