Today, suburban voters across the state will consider, for the first time, school budgets proposed under the state's simple 2 percent tax cap. Of course, this isn't simple.

School districts locally and across the state learned an important lesson Tuesday: While staying under the tax cap almost guarantees budget success, trying to go beyond it leads to a good chance for defeat.

School administrators across Western New York have been struggling to create budgets while facing the new state tax cap law, making tough cuts and asking teachers for concessions. As a result, many voters heading to the polls will find increasing budgets with schools offering less.
