"GAMBLING does not have a place in Baguio," declared Acting Mayor Reinaldo Bautista Jr.
Bautista issued this statement when asked about his stance on jueteng and the bingo sa barangay where the city has a pending case before a local court, filed by the Association of Barangay Councils (ABC) led by Councilor Rufino Panagan.
While he declined to comment on the reported resurgence of jueteng in Baguio pending the conduct of an executive-legislative meeting Tuesday, Bautista agreed with the argument of Mayor Braulio Yaranon that bingo should not be allowed to operate in the barangays.
"There are many ways where barangays could raise funds," he said in reaction to the ABC's argument that the Local Government Code granted financial autonomy to the barangays, thereby allowing them to raise funds for barangay projects, which otherwise could not be funded through their internal revenue allotments.
The group also claimed that majority of the city barangays approved the conduct of a bingo, provided that its operation is allowed through the passage of a barangay resolution.
Prior to Yaranon's suspension, he gave verbal instruction to the Barangay Affairs Office to verify the claim. To date, no report has been submitted to the mayor's office. |
