I'm not sure if this would be possible, because it would probably entail a lot of work, but would there be any chance of areas, such as the UK, having sub-forums for regions (Scotland, Wales, North West, etc)?

It could encourage more interaction between local groups of people.

Actually we are doing that - yeah, it's gonna take some time. I have talked to our programmer about making a script that will add all the city/state/provinces forums automatically (like in the USA) but he is so swamped right now with stuff we might just be a little slow. However PLEASE
by all means, REQUEST specific forums and they will be up within 24-48 hours normally.
