CM lied to Goans on casinos: Parrikar

PANJIM, NOV 30 - Opposition leader Manohar Parrikar on Thursday levelled charges against Chief Minister Pratapsing Rane of lying to the people of Goa saying he was the one, who, in principle, gave approval for 10 offshore casinos in the State some months back.

Addressing a press conference, Parrikar reminded that in September Rane feigned ignorance when questioned on an ad released in a daily inviting entries for 10 casinos.

Forwarding his claim by distributing a document availed under the RT I Act, Parrikar said the CM approved 10 casinos on August 9 after CS J P Singh wrote to him: In the interest of fair play, let us issue a public notice that under the State Gambling Act we intend to license up to 10 offshore casinos on a first-come first-serve basis.
The CS wrote further: We may indicate that some firms have deposited Rs 10 lakh but licensing will be contingent on purchase of a vessel which is cleared by the Captain of Ports and the Director General Shipping. Goa Government is of the opinion that the market cannot sustain more than 10 casinos.

In an earlier document signed on July 14, the CM has stated: Let the parties make a payment however we should put a cap to this business of licensing by adequate publicity. Say not more than 10 such licences.

Parrikar maintained that the CM took a decision in July and in August counter-approved his own decision.

After public outcry it was decided that the number should be kept at the minimum but not exceed five.

He said this calls for an apology from the CM and demanded his resignation.
