I lived in Honolulu for a few years back in the 80's (not in tne military, btw) and visit there at least twice a year. The benefits (tax revenue) the State could get with casino gambling would be tremendous. Here's what they need to do...
There's an uninhabited island off the South-West coast of Maui called Kahoolawe. It's "owned" by the US Military and was used for target practice.
The State should get it back. It's theirs.
Then they legalize casino gambling - Vegas style - on that island ONLY. You want to build a casino there? You clean it up, build the infrastructure, and you can have the land for free. And only pay minimal taxes (to fund the Gaming Commission) for ten years.
Boom - you've got tons of jobs, a new vacation destination, and long-range tax revenue coming out your nicely tanned ears.
