Card room wants two more tables

One of the first decisions the Manteca City Council needs to hand out in 2007 is whether to allow Casino Real to expand the number of betting tables by a third.
Ernest Schmidt, who owns Casino Real in the former Valley Cinemas theater building at 1355 N. Main St., wants to expand his card game tables from six to eight.

At the same time council will address a Department of Justice requirement that the city’s ordinance governing card rooms must be amended to address wagering limits. The state gives cities the power to either establish limits or specify in their civic laws there is no wagering limit in card rooms.

Manteca’s ordinance currently does not address wagering limits.

Casino Real currently has one no-limit table and the remaining five tables split between wagering limits of $3 to $6 and $6 to $12. In a report prepared by Police Chief Charlie Halford, he noted the higher wager limits allows each player to bet up to $144 per game of Texas Hold ’Em.


The City Council is meeting Tuesday at 7 p.m. instead of Monday due to the New Year’s Day holiday. The council meetings at the Civic Center, 1001 W. Center St.

Among the other items before the City Council are:

-signing a $21,150 contract with Pyro Spectaculars for the Fourth of July aerial fireworks that are shot off over the wastewater treatment plant.

-implementing the Measure M half cent sales tax for pubic safety funding by authorizing the execution of agreements with the State Board of Equalization. The tax in all likelihood will go into effect April 1.

-using $73,251 from the recreation amenities fund to extend base paths to 90 feet at the Angels Stadium at the Big League Dreams sports complex to accommodate baseball play for older youth.

-spending $4,350 from development fees to remove and replace carpet in the meeting rooms adjacent to the City Council chambers.

-spending $14,000 to buy more solid waste commercial construction containers since all developers are now complying with mandatory city recycling rules and there are inadequate bins to keep up with demand.

-authorizing using $28,870 the city received for recycling redemption value bottles from its blue Toter collection to pay for a myriad of recycling education and promotion programs.

-approving a plan to replace a vacant community services manager position with two recreation program coordinators. There is no cost impact on the budget by converting the positions to positions responsible for day-to-day program needs. Remaining community service managers John Boore and Kathy Cortez will supervise the program coordinators.
