Casino revenues would pay for cyber warfare center

Bossier would use riverboat gaming revenues to pay for a civilian-military center to support a cyber command center at Barksdale Air Force Base, Bossier City's mayor said.
The nature of cyber commander and warfare was outlined today when the commander of the Air Force's cyber warfare center -- temporarily headquartered at Barksdale -- briefed community leaders.
Lt. Gen. Robert Elder outlined the Air Force's role on the cyber battlefield. Cyber command includes defending against a computer attack on military or industry, commanding military action by computer and monitoring the internet for terrorist activity.
"We've become increasingly dependent on our advanced communications," Elder said of the danger of computer attacks. "I'm not sure it would change us into a third-world country (if computers were knocked out), but it would certainly change out way of life."
Bossier leaders are offering $50 million to build a civilian-military center next to the base. They are asking the state for another $50 million to build the Cyber Innovative Center. It would be a think tank of civilian and government computer experts who would support the cyber command at Barksdale. The center would bring thousands of high-tech jobs to the area.
To pay for it, Bossier Parish and Bossier City would sell $50 million in bonds, Bossier City Mayor Lo Walker said. Those would be paid back over 30 years using casino fees. The city's share would be two-thirds; the parish share would be one-third, Walker said.
