The rezoning of land at Highway 160 and Manse Road for a motel, casino and recreational vehicle park planned by developer Tim Hafen was approved by the Nye County Commission in a 4-0 vote Wednesday along with a conditional use permit.

Commissioner Joni Eastley was absent.

The Pahrump Regional Planning Commission approved the plan June 14.

There were three conditions that have to be met first. Hafen's company, Foundation Holdings LLC, will have to come to an agreement with neighboring developers, The Focus Property Group, on the realignment of Manse Road east of Highway 160. Focus Group representatives want Manse Road to meet Highway 160 at a 90 degree angle. Foundation Holdings representative Greg Hafen said there is a snag over the power line easements at that intersection,.

"If we don't come to an agreement we will come to you and let you resolve it" Greg Hafen told the commissioners.

Nye County Commissioner Patricia Cox said there should be some kind of buffer between the RV park and The Focus Group's housing development. Greg Hafen said there would be a block wall and trees separating the two.

The project will include a 72-room hotel, a 49,614 square-foot casino, an RV park, a convenience store, gas station, car wash, fast food restaurant, about 16,000 square feet of retail shopping, and a water storage tank on 23 acres of land at the southeast corner of Manse Road and Highway 160.

A traffic impact analysis will be required when plans are presented for the site development plan review.

The property was already designated in the master plan passed in 2004 as general commercial.

Mark Fiorentino, senior vice-president of government affairs for The Focus Group, which plans to build up to 6,200 housing units next door, said his company has concerns over the Manse Road access, the buffer of the RV park and joint design standards for both developments. The development of the joint design standards was added as a condition for approval by Commissioner Candice Trummell.

The Hafens plan to find somebody else to construct and operate the commercial facilities, which would be at the southern entrance to Pahrump from Las Vegas.
