The leaders of the Delaware Harness Racing Commission say they need help from the state legislature to deal with horsemen who use illegal substances on horses, but a legislator said the commission hasn't taken the necessary steps.
Hugh Gallagher, Delaware Harness Racing Administrator, and Beth Steele, harness commission chairwoman, are frustrated that if a horse tests positive for an illegal substance at Dover Downs or Harrington Raceway, the commission has no authority to order a search of the trainer of record at a farm or training center in Delaware.
Even the stables at the Jack Walls Training Center, next to the Harrington track, are off limits to the commission. Dover Downs does not have stable facilities.
