Gambling news from http://www.delawareonline.com/ Trainers say rule enforced unevenly at Harrington HARRINGTON -- Some horsemen said owners and trainers racing horses in the Delaware Standardbred Breeders Fund 3-year-old finals had an unfair advantage at Thursday's Governor Day harness racing card at the Delaware State Fair. Under Delaware Code and an order last February from State Secretary of Agriculture Michael Scuse, all horses entered for racing or showing in the state must have a certificate of vaccination for Equine Influenza and Rhinopneumonitis (EVH) within the past 90 days. Horses without the certificate were thrown out of the entry box when the card (worth $500,000 in purses) was drawn last Friday.
