The Department of Internal Affairs says the Dunedin Casino failed to bar a woman despite knowing she was a problem gambler.

The Gambling Commissioners have retired to consider the landmark case, brought after Christine Keenan gambled away more than $6 million over three years.

It is the first time such a prosecution has been brought, and the Crown is asking that the casino's licence be suspended for seven days as a deterrent to other casinos.

In summing up, Crown lawyer Mark Woolford said the casino knew Ms Keenan had a problem. He said it even went as far as asking her employer if she had been stealing money to support her gambling.

However, the casino says it acted responsibly by identifying the patron as a potential problem gambler, despite not banning her from gaming.

The casino's lawyer, Tom Western QC, said the law changed during the time Christine Keenan was gambling, and the casino is now being judged against heightened standards.

Mr Western said that with hindsight, it is obvious Ms Keenan conned everyone, but only the casino is being punished.
