Even losers win with New Hampshire lottery

CONCORD – The state lottery unveiled a first-in-the-nation program Monday offering a second chance at prizes for players with losing tickets.

The goal of the Replay program, state and private marketing officials said, is to raise more money for education aid and create a state-of-the-art database on some of the lottery’s most active players.

Lottery Commission Executive Director Rick Wisler said other states have offered second-chance programs for specific drawings, but this one gives free points for all losing tickets.

“We know of no other lottery in the U.S. that is running an ongoing, across-the-board program like this,” Wisler said.

The new game’s marquee prize is a 2007 Dodge Caliber valued at more than $20,000.

Each losing ticket can be redeemed at a rate of five points per $1, and players can use those points to be entered into monthly and quarterly drawings for prizes. Anyone who agrees to receive daily e-mail updates and a weekly newsletter gets 100 points.

Players submit their losing tickets online, and the tickets will be individually identified by numbers on the back.

Commission Chairman Richard Campbell said there’s no estimate on how much the program will generate in additional profit. Gov. John Lynch had urged the commission during a meeting last summer to come up with ways to increase annual revenue from roughly $80 million to $100 million.

A group of 23 corporate sponsors have agreed to donate prizes that range from a free chicken sandwich at McDonald’s to a pair of tickets for a Kenny Chesney concert at Gillette Stadium. Sponsors include the Nashua Pride, Manchester Wolves, Shorty’s Mexican Roadhouse, Best Buy and Merry Maids.

Advertising executive Patrick Griffin said the program would give the lottery detailed information about a loyal customer base.

The lottery will not share players’ personal information with anyone, including the program’s sponsors, Griffin said. The

lottery will use the customer

profiles to track buying habits and to sample players’ interest in new games or jackpots.

“We can ask them what is their interest in a $30 jackpot or what would they think if we changed the prize matrix for Megabucks,’’ Griffin said. “This will be a very useful marketing tool for us.’’

New Hampshire started the nation’s first state lottery in 1964, and 21 years later became a partner in the first multi-state game with Maine and Vermont, known as Tri-State Megabucks.
