Hoover's already done it. So have other communities in the area. Let's hope Mayor Bernard Kincaid and the Birmingham City Council aren't too late in their efforts to regulate gambling arcades that are springing up throughout the city.
Unfortunately, it took complaints by neighborhood leaders to get Kincaid to promise to have a proposal by Tuesday to regulate and limit the growth of arcades and Internet sweepstakes operations.
Clearly, these are gambling operations. The machines work like electronic slot machines. They pay money. They are a bad industry for Birmingham and, indeed, the whole state. But it has taken so long for Birmingham to act, it may be too late to do much to limit their proliferation.
