PROVIDENCE -- The state Supreme Court said it will not review a proposed constitutional amendment that would allow a privately run casino to be built in Rhode Island.
A question on the November ballot will ask voters if the state constitution should be changed to exempt the Narragansett Indian Tribe from a provision requiring the state to run all lotteries, including casinos.
The tribe and its business partner, Harrah's Entertainment, want to build a casino in West Warwick.
Gov. Don Carcieri and Attorney General Patrick Lynch asked the court Monday to issue an opinion on the amendment's legality.
The court said it won't because the amendment doesn't concern the governor or executive branch. It said the General Assembly and Rhode Island voters are responsible for amending the state constitution. |
