Indiana Gaming Commission seeks input from businesses

State officials want to hear from area business owners for a study of hiring practices by Indiana casinos.

The Indiana Gaming Commission study will look at the contracts casinos enter into for goods and services to determine whether enough of them go to minority- and women-owned businesses.

"We're inviting business owners to give us input," commission deputy director Jennifer Arnold said.

"We need to hear from minority companies, and we also need to hear from non-minority companies," Arnold said. "When assessing capacity, we have to look at the total picture."

The commission wants to find out what capacity exists among businesses to provide the kinds of goods and services the casinos use, and compare that to the percentage of minority- and women-owned vendors under contract.

New goals for hiring minority- and women-owned business could be set, depending on the outcome of the study, Arnold said.

Input from businesses is being sought at a series of four outreach meetings around the state, including one tomorrow at Resorts Casino in East Chicago.

Vendor hiring goals by Indiana's 10 casinos had originally been set at 10 percent minority-owned business and 5 percent women-owned businesses, based on a disparity study conducted for overall state hiring, Arnold said.

A review of state law found a separate study was needed of the casino industry alone, Arnold said.

"We can't set goals unless we have statistical data upon which to set them," she said.

The study, being done by the Center for Urban Policy and the Environment on behalf of the gaming commission, could also turn up information on why some businesses don't seek opportunities with the casinos, even when they are capable of providing needed services.

"Our job is to find out if there is disparity, and if there are barriers, why might that be," Arnold said.

"The goal is to promote economic development, and a great way to do that is to include women and minorities in these opportunities."
