Lawmaker proposes hurdles to casino development

PHILADELPHIA - A city councilman proposed bills ranging from a ban on gaming to restrictions on the proliferation of pawnshops and adult clubs near casinos, and won support for several measures.

With two city sites already chosen for slot-machine casinos by the Pennsylvania Gaming Control Board, Councilman Frank DiCicco acknowledged Tuesday, "It's a long shot, I admit it. We're trying to slow the process down."

Hearings will be scheduled on his proposals, which included prohibiting gaming facilities in all zoning classifications, requiring a voter referendum on any zoning ordinance that would permit a licensed casino, and restricting things such as floor area, proximity to the riverfront, and signage.

The council unanimously approved DiCicco's proposal to hire legal counsel to appeal the gaming board's approval of two sites, both in his district, authorized hearings on alternate sites, and approved hiring a traffic engineer to study the impact of casinos on riverfront streets.

The gaming board has also chosen slots sites in Pittsburgh, the Poconos and Bethlehem but has not issued an official order. Opponents have 30 days to appeal a final order is issued.
