RALEIGH, N.C. - The House agreed Thursday to create a 16-member oversight committee that would examine whether lottery profits are being used for education and if they are supplanting existing education funds.

The measure, approved by a vote of 102-1 and sent to the Senate for consideration, would create a permanent panel chosen by the House speaker and Senate president pro tempore comprised of legislators, educators and a county commissioner.

The Joint Legislative Lottery Oversight Committee also would monitor North Carolina Education Lottery operations and study other matters related to the games. The panel would report annually to the full General Assembly.

The lottery law approved last year sets aside net revenues for school construction, class-size reduction, pre-kindergarten and college scholarships. Profit projections for the new fiscal year starting last weekend range from $400 million to $425 million.

Rep. David Lewis, R-Harnett, cast the lone no vote.
