New Beverly Hillbillies casino location disclosed

GARDNERVILLE, Nev. (AP) - Entrepreneur Max Baer Jr., who played Jethro in the 1960s sitcom "The Beverly Hillbillies," is bringing his plans for a casino to north Douglas County - this time without the flaming oil derrick that was part of a 2003 Carson City proposal.

Part of a larger commercial complex, Jethro Bodines Beverly Hillbillies Mansion & Casino would be located near U.S. 395 on about 23 acres along the east edge of a proposed 95-acre redevelopment project, opposite Carson Valley Plaza.

"Ive lived in Douglas County since 1978 and Ive wanted to build this casino for a long time," Baer told the local Record-Courier newspaper. "If I see an opportunity, Im going to pursue it."

The first phase of Baers project includes a 40,000-square-foot gambling area with 800 slots and 16 tables, a showroom, cinema complex, five-story, 240-room hotel, arcade and "Grannys White Lightning Bar," according to project spokesman Don Smit.

Variances will be required for a proposed 200-foot oil derrick - sans flames - and readerboard. Two 12-story, 240-room hotel towers and convention space are scheduled for future phases and will also need approval from Douglas County commissioners. A state gambling license also is required.

This isnt the first time Baer has tried to build his Beverly Hills Casino. He started with plans for a casino in Stateline, on Lake Tahoe's south shore, and then sought a Reno location. In 2003, he paid $4.3 million in 2003 for a closed Wal-Mart store and parking lot in Carson City, but that move also was dropped.

In addition to longtime business partners Roger Camras and Robert Miller, Baer is partnering with John King of King Ventures in San Luis Obispo, Calif., and Steven Craig, chief executive officer of Craig Realty Group in Newport Beach, Calif.

Residents respond to Beverly Hills casino plan

Response was mixed in Douglas County, following the announcement that businessman Max Baer Jr. could build Jethro Bodine's Beverly Hillbilly Casino & Mansion in north Douglas County.

Robbe Lehmann, project manager for Big George Ventures, said the proposal could ruin efforts by company owner Ray Sidney to build a neighbor-friendly residential district on 100 acres just east of the proposed casino.

"We're trying to build a unique development where people can meet their neighbors," Lehmann said. "That won't work if people have to look at two hotel towers hovering over them."

The property was purchased with the area's commercial zoning in mind, but a casino at that location will significantly reduce the property values, Lehmann said.

"The land was supposed to be used for stores, not a casino," he said. "If they were building a casino north of Topsy Lane and along Highway 395 where there's a gaming overlay, we wouldn't be complaining."

The Big George project should come before Douglas County's planning board next month and includes 360 homes, 100 of those multi-family. There are some water issues, but groundbreaking could be scheduled in about a year, Lehmann said.

The Big George development includes eco-friendly features including homes made with insulated concrete forms, which contribute a very high thermal mass that will keep the homes warm in winter and cool in summer.

Part of a larger commercial complex, Baer's project would be located on about 23 acres along the eastern border of a proposed 95-acre redevelopment project, opposite Carson Valley Plaza.

Phase one includes a 40,000-square-foot gaming area with 800 slots and 16 tables, a showroom, cinema complex and five-story, 240-room hotel. An arcade and "Granny's White Lightning Bar" are just a few of the attractions in almost 300,000 square feet, according to project spokesman Don Smit.

The casino will require a zoning change and variances.

Bill Henderson, director of marketing for the Carson Valley Inn, said it will be interesting to watch those processes.

"The variance process can tilt the playing field unevenly, but if they (the casino project) can do all that in the confines of what Douglas County allows, they should go for it," he said.

He doesn't think the casino would hurt his business and it may even help a little, he said.

"Everything depends on how successful they are," he said.

Indian Hills resident Art Baer, (no relation) said he supports the project.

"I'm all for it. We need something up here," he said. "We don't have convention center capabilities and it would be a heck of a draw for this part of the country."

Long road for hillbilly casino

If you were to ask Max Baer Jr.. if his proposal to build Jethro Bodine's Beverly Hillbillies Mansion & Casino is a good bet, he would agree. If you were to ask him if it was a done deal, he would explain that there is no way anyone can say at this stage.

Baer has tried his casino plan in a couple of different places in a couple of different formats. As he will point out, he is very persistent.

In Reno, he ran into problems with financing. In Carson City, the property he purchased would not allow a gambling establishment. Getting a project like the Beverly Hillbillies casino off the ground was never going to be easy and certainly history has confirmed that.

It has been two years since The Record-Courier reported that Baer was looking at the site located across from the Wal-Mart in northern Douglas County among others. County staff is even now studying the plans in preparation for presentation to the Douglas County Planning Commission.

There are still a lot of hurdles for Baer to overcome before his casino will be a reality. Opposition from neighboring land owners is already gathering. Several variances will be required before the casino can be built as Baer envisions it.

Baer is the shooter in this giant craps game and he's just now thrown the dice. Chances are that he will not win or lose on a single throw. He will probably have to make his point the hard way.

Baer buys first parcel for Indian Hills casino

Max Baer Jr. purchased 2.5 acres at 3714 Lyla Lane in north Douglas County owned by the Metcalf family trust for $1.2 million this week. It's the first of two parcels he will need for his proposed Jethro Bodine's Beverly Hillbillies Casino & Mansion, he said.

"I'm putting my money where my mouth is and buying the property," Baer said. "This purchase demonstrates a commitment to Douglas County. It shows the people here that the process is moving forward.

"It's a small price to pay in the middle of this big development that will retain its value," he said.

Baer purchased the property with funds from the recent sale of the old Wal-Mart building at 4209 S. Carson St. He won't acquire the remaining 20.78 acres, owned by Carson City businessmen Michael Hohl and Dink Cryer, until he has received the needed zoning change and height variances, he said.

Variances will be required for a proposed 200-foot flameless oil derrick and readerboard. Two 12-story, 240-room hotel towers and convention space are scheduled for subsequent phases and will also need approval from the Douglas County Board of Commissioners.

A special use permit, major variance for height and zoning map amendment will be considered by the Douglas County planning commission June 12. The zoning map amendment will be considered by the Douglas County Board of Commissioners July 5, according to Harmon Zuckerman, principal planner for Douglas County.

The project, which will be part of a proposed 600,00-square-foot commercial complex in north Douglas County, is located just east of Highway 395 and Carson Valley Plaza.

A 40,000-square-foot gaming area with 800 slot machines and 16 gaming tables will be flanked by a variety of eateries, including California Cuisine Restaurant and Jethro's All You Ken Et Buffet.

Plans for phase one of the project include a 2,100-seat cinema complex and a 240-room, five-story hotel.

Subsequent phases include convention space and the hotel towers.

If approved, the casino will be part of Riverwood, a larger project headed by developer Jay Timon. Kohl's, a family department store, and Sportsman's Warehouse are expected to join the casino in the complex, which will include about 600,000 square feet of commercial space.

Groundbreaking is expected this fall, a huge task that requires the removal of 1,750,000 cubic yards of dirt due to the slope of land. When combined with infrastructure needs like water, sewer, electric and LED lines, the cost would be prohibitive without help from the county, Baer said.

To supplement those costs, the Douglas County Board of Commissioners approved $24.7 million in redevelopment funding in December. The money from Douglas County's Redevelopment agency would be paid incrementally over a 16-year period, the bulk in the last eight years. The funding would be paid only if developer Riverwood Redevelopment LLC meets the requirements of the owner participation agreement approved Thursday.

Timon must complete a 30,000-square-foot building on just five acres. The bulk of that property, or 25,000 square feet, must be leased.

In a previous interview, Timon said this was the only way to complete a project of this scope.

"This is the way to get the project done, with a public/private partnership," he said.
