New legal action in Plainfield car racetrack proposal
PUTNAM, Conn. --A Trumbull developer who had proposed a domed car racetrack in Plainfield has filed suit against the town, challenging the decision to rescind a zoning regulation that would have allowed the construction the track.
On Wednesday, New England Raceway LLC and Connecticut Yankee Greyhound Racing Inc. filed four lawsuits in Superior Court seeking to reverse the Planning and Zoning Commission's June 7 decision to eliminate the Resort-Recreational Development District and related zoning regulations.
The district was located east of Interstate 395 near exits 87 and 88. New England Raceway has purchase agreements with 26 property owners in the district, including Connecticut Yankee Greyhound Racing, which owns the former Plainfield Greyhound Park.
In April 2005, the planning commission voted 3-2 to establish the development district and create related zoning regulations.
At that time, New England Raceway principal Eugene Arganese said he would take eight months to draft his project plan and complete necessary studies. No plans have been submitted.
Cunningham said that since Arganese had not presented a proposal he saw no need to retain the development district.
Arganese's proposed $343 million project would include the racetrack, a convention center, a 700-room hotel and 800,000-square-foot retail complex. He hopes to attract NASCAR, Busch National, Indy and CART events to the New England Raceway track, along with drag races, concerts and trade shows.
