Plains Township gets nearly $296,000 from casino

PLAINS TWP. — The township on Monday received its first cut of gaming revenue from the state’s first casino.

Ron Filippini, chairman of the Plains Township Board of Commissioners, said the township received a $295,800 check from the state Department of Revenue, which is based on business at Mohegan Sun at Pocono Downs from its opening Nov. 14 through Dec. 31.

Gross revenue at Mohegan was $21.7 million in November and December, and it is $21.5 million so far this year, according to the state Gaming Control Board. The state collected $11.9 million of that amount from last year and has collected $11.8 million so far this year.

The township expects to receive $2.2 million this year because state gaming legislation limits the township’s amount to one half of its annual budget from 2003-04. Filippini said the state would disburse gaming revenue to the township quarterly.

Another $7.8 million — the difference between the $2.2 million amount and a $10 million ceiling — is expected to go to a special fund for county economic development and safety projects, said Jim Wise, Mohegan Sun’s vice president of marketing.

The state Department of Community and Economic Development will oversee that fund, and state officials plan to meet with local officials to determine how to best spend money from the fund, Kevin Ortiz, a spokesman for the state Department of Community and Economic Development, said Monday.

The township will spend some of the $295,800 to fund overtime costs associated with plowing and removing ice and snow this month, Filippini said. Later this year, gaming revenue will be used for some capital projects, such as road and sewer repairs, he said.

The gaming revenue could eventually be used to lower township property tax bills, but that could depend on whether the county imposes new assessed property values in 2008, Filippini said. The county commissioners last year decided to delay the county’s first reassessment of property since 1965.
