It's very true. It's based on pokerooms paying for new players. Savvy will get 100+ of you when you join these pokerrooms and they give part of it back to you.
You can also visit their forum to see what people have to say. I only have had good experiences. I think there are coulple of rooms at Savvy's list that accept US players. List is not as long as with people from etc. europe but there are still some bonuses for you to clear and earn points

I'm under the impression that it is legal in us. Using Savvy can't be illegal since it is not a pokeroom software. You only join pokerooms through them so if the pokeroom is US friendly, it is legal. And Savvy ships gifts to US so therefore playing through Savvy can't be illegal.
