Permission to build is next step

BILOXI - The owners of the site of the future Royal D'Iberville Casino & Hotel cleared two hurdles at once Thursday when the Mississippi Gaming Commission declared the property a legal site for gambling and approved development plans.

The next step for state approval is permission to start construction, which is granted after developers prove they have the financing. Mark Seymour Sr., president of Royal D'Iberville, said he is looking for a casino company to partner with. Seymour, an engineer who has helped design casino projects, presented plans that feature an open-air market, waterfront boardwalk, hotel, casino, parking garage and condominiums.

"I've got everything ready for someone to come in and start a more specific design, which I can help them a lot with and get them started quicker than if they were just walking onto a new site," Seymour said.

He did the engineering that allowed the Isle of Capri to be the first casino to open in both Biloxi and Vicksburg.

The Royal D'Iberville Casino & Hotel would have an open-air market underneath elevated restaurants and shops. This boardwalk district would offer scenic views of an 80-slip marina from the front and have condominium towers in the back.

The casino, hotel and parking would go on the north end of the 7.6-acre site.

The Back Bay site is on the west side of Interstate 110 and would be a cutoff before motorists reach casinos on the Biloxi peninsula.

The 60,000-square-foot casino would have a 400-room hotel and a parking garage parallel to the Interstate with condotel units atop it. An elevated bridge would take gamblers directly into the casino.

The waterfront towers would each have 99 units.
