Assessing the options
...For more than a decade Kentucky and Ohio have been debating whether to join Indiana as a casino state. Ohio has even put initiatives on the ballot; twice - most recently in 1996 - they've been voted down. Kentucky, with a horse industry that complicates any discussion about further expanding legalized gambling, has yet to put the issue to a vote.
Now, it appears, Ohioans will be asked in November to again weigh in on casino gambling. It's about time to raise the issue again. But the issue that's been qualified for the November ballot represents the worst of all possible worlds for Cincinnatians. It would authorize 3,000 slot machines at each of seven thoroughbred horse tracks in Ohio (including River Downs and Lebanon Raceway), and two 3,500-machine venues in Cleveland (which would have standing to subsequently ask local voters to approve table games along with slots). But it specifically prohibits a slot parlor or casino in Cincinnati...
