PIERRE, S.D. (AP) -- Representatives of South Dakota's Indian tribes say Governor Rounds is unfairly refusing to allow expansions of tribal casinos across the state.

Members of the United Sioux Tribes say the state is negotiating in bad faith as tribes seek new gambling compacts that would allow tribal casinos to have more slot machines.

The tribal representatives invited Rounds to meet with them in Pierre today -- but Rounds says he could not attend because of a prior commitment. The governor says state officials are negotiating in good faith -- but negotiations are difficult because some tribes want unlimited gambling.

Tribal officials decided to form a tribal gambling association. And some tribes may file a federal lawsuit alleging that the state has not negotiated compacts in good faith.

A lawyer for the tribes also say the South Dakota Legislature should be asked to pass a law allowing tribal casinos to have more games.

Tribal officials say they should get the same opportunities as other gambling sectors in South Dakota.

They say the number of video lottery machines in the state has increased by 61-hundred since 1990, and Deadwood has gained 21-hundred slots in the same period, but there has been no increase in slot machines allowed in tribal casinos.
