Tribe may fight term-limits measure if casino expansion rejected

SACRAMENTO (AP) - A powerful state lawmaker says one of California's richest Indian tribes has signaled it will spend millions of dollars to kill a February ballot measure that would extend lawmakers' terms if they fail to pass a sweeping expansion of Indian casino gambling.

The threat -- which a spokesman for the tribe disputes -- brings into focus what may be the hammer behind an unprecedented 20-million dollar lobbying effort started this week by the Morongo Band of Mission Indians. The tribe operates a casino west of Palm Springs and stand to triple the number of slot machines it operates under a bill pending in the Assembly.

The tribe has launched television commercials, mailings and automated calls targeting constituents of Assembly members who will vote on the bill.

Democratic Assemblyman Alberto Torrico says the tribe is trying to bully lawmakers into approving the plan when there are still serious questions about workers' protections and whether the tribes will pay the state its fair share of revenue from casino earnings.

Torrico said Morongo's efforts behind the scenes also have raised the possibility the tribe may fight the term limits measure on the February presidential primary ballot.

The tribe says it is focused only on getting its deal passed to operate more slot machines.
