Unions Renew Efforts To Organize Foxwoods

By Mark Peters, The Hartford Courant The United Auto Workers and other unions have begun organizing at Foxwoods Resort Casino, an effort that Foxwoods is fighting with strong appeals to its 10,000 employees.

In a letter dated last Friday, John A. O'Brien, the Foxwoods president, said he was "deeply concerned" with the efforts of organizers and urged employees not to sign authorization cards designed to force a vote on collective bargaining.

"Unions typically make all kinds of claims about how they make things 'better," O'Brien wrote. "Everything, including things you like most about working here, could be at risk."

Unions in the late-1990s tried to organize workers at Foxwoods, one of the largest employers in the state. Although unsuccessful then, organizers appear to have two new advantages: a recent federal court ruling and signs of dissatisfaction among some workers at the casino.

The U.S. Court of Appeals for the District of Columbia Circuit ruled in February that Indian tribes, though sovereign governments, must abide by federal labor laws, including the right to organize and bargain collectively. Foxwoods is owned by the Mashantucket Pequot tribe.

A month earlier, an anonymous employee group encouraged workers to call out sick over the New Year's holiday to protest what they called declining wages and benefits. Foxwoods management responded by changing some policies, but a web-site that promoted the sick-out -- www.madatfoxwoods.com -- continues to operate with recent comments focused on unionizing.

The United Automobile, Aerospace and Agricultural Implement Workers of America declined to confirm that it is organizing at casino workers at Foxwoods. UNITE HERE!, the successor to the Hotel and Restaurant Employees Union that has tried to organize Foxwoods employee in the past, did not return repeated phone calls for comment this week.

"Is there interest? No doubt about it. Have there been inquiries? No doubt about it," said Bob Madore, director of the northeast region and Puerto Rico for UAW, who declined to comment further Wednesday.

Executives at Foxwoods, and other sources familiar with the labor situation at the casino, could not say exactly which employees, or how many, were being targeted in the organizing drive.
