Update: July 2019 - The $1.6 billion - The 13 -  located in Macau’s Coloane Village south of the Cotai Strip opened on Friday, August 31, 2018, after finally receiving a hotel license from the Macau Government Tourism Office. However, it did so without a casino after informing the Hong Kong Stock Exchange in February 2108 that it would be launching casino and retail shopping operations no earlier than March 31, 2019. That did not happen.

In April 2019, South Shore Holdings Ltd said it had an MoU in place with an affiliate of a Macau casino operator regarding the management and operation of a casino in the luxury hotel. But, no formal agreement is in place and none of Macau's six casino operators has publicly confirmed anything to the contrary.

The origial plan was to open a casino comprising 66 gaming tables, nearly one quarter of which would be for VIP players and the rest for gamblers in the premium mass-market segment. Before that can happen, it needs to obtain a casino license and secure a substantial amount of additional resources.

The 13 (former pre-opening working name - Louis XIII) is located in Cotai and offers an ultra-high-end experience for those who are fortunate enough to find themselves there. The 13 is a 23-story 200 room all-villa hotel (large suites) including the 2,000 sq. feet La Villa du Comte, the "standard" accommodation, arranged as a split-level, one king size bedroom with seperate living room villa; La Villa du Marquis, the "deluxe" accommodation arranged as a split-level, two-bedroom villa with two seperate king size bedrooms at 3,300 square feet; and La Villa du Duc, The 13's "Super Deluxe" accommodation with an average gross floor area of 5,000 square feet, arranged over two floors with two seperate king-size bedrooms and many more ridiculously opulent amentities.

Villas are accessed via elevators which open directly into the individual villa's private elevator lobby, much like a high-rise penthouse, and every villa is supported by 24-hour butler service. The 13 is also home to one French haute cuisine restaurant, L’Ambroisie; one Japanese restaurant, Tokugawa; a Cantonese haute cuisine restaurant, Chinoiserie; and for "casual" Asian, Portuguese and International dining, Café Blanc. The Chairman’s Bar features rare liquors in a modern setting with a hint of baroque grandeur.

Once there, guests will have access to the private gourmet outlets with catering available to individual suites.

A fleet of 30 custom made RED Rolls Royce Phantoms, part of the largest order ever placed, will transport all hotel guests to and from Macau transportation hubs in luxury, comfort, and style.

Jewelry and other luxury items will be available in exclusive shops.
