HARRISBURG, Pa. (AP) — A Chicago real-estate billionaire and his investment partners are poised to take control of a Detroit businessman's financially troubled Pittsburgh casino, where construction work has stalled without money to pay the bills.

Pittsburgh casino licensee Don Barden and Chicago billionaire Neil Bluhm reached an agreement to transfer ownership of the city's North Shore casino, the completion of which has been delayed by about a month.
