LATEST NEWS: In 2022, a second proposal for a Hard Rock casino development in Beloit was introduced. The revised plan outlined a scaled-down $360 million project featuring a casino, hotel, concert venue, and Hard Rock Cafe on a 60-acre site west of I-94 at the intersection of 122nd Avenue and 60th Street.

Since then, the proposal has been undergoing federal review by the U.S. Department of the Interior. The approval process, which has been underway for several years, experienced nationwide delays due to a vacancy in the Under Secretary of the Interior position. That position was filled in October last year when the U.S. Senate confirmed Billy Kirkland, allowing the review of tribal casino applications, including the Beloit project, to resume.

While no formal decision timeline has been announced, a federal determination could occur later this year. If approved, construction could begin before year’s end, with the casino potentially opening between 2027 and 2028.

Should the project receive federal approval, the Governor of Wisconsin would have 90 days to approve or reject the development. The Kenosha City Council and Kenosha County Board both granted their approvals in early 2024.

The Menominee Indian Tribe of Wisconsin would own the casino and its related facilities and Hard Rock International, which is owned by the Seminole Tribe of Florida, would serve as developer and manager of the project.
