Update (4/22): Plans to build Bally's new casino have reportedly come to a stand-still, as the proposed casino is still pending license approval from the Pennsylvania Gaming Control Board. Apparently, a rival operator has challenged the auction process and filed suit in Commonwealth court. Bally's have yet to publish anything official regarding the suit or an expeted start date for construction. 

Bally's Corporation, together with real estate and private equity investor Ira Lubert, will begin construction on a Category 4 mini casino in the first half of 2021. The casino will occupy the site of the former Macy’s in Nittany Mall in College Township, Pennsylvania, which is about four miles from Penn State. Construction is expected to take one year and upon completion will reportedly offer up to 750 slot machines and 30 table games, along with a sportsbook, a restaurant and entertainment facilities.
