Update May 2024: According to Wynn Resorts, Encore parent company, "The expansion of the Encore Boston Harbor casino in Everett has been suspended as the casino and city can’t come to terms over things like taxes and impact fees."
“We remain optimistic about the project fulfilling the city’s and our shared goal of developing an exciting and vibrant destination district on Lower Broadway with restaurants, hotels, theaters, and other recreational uses. However, it has become apparent that we are unable to negotiate an agreement with the City of Everett regarding property taxes, impact fees, and infrastructure improvements in a timely fashion,” the company said in a statement that replaced the website for the project. “Until these issues are addressed with a financially viable resolution, we have a responsibility to our shareholders, and cannot continue to incur project costs.”
Initially, the expansion was proposed without sports betting or poker components, but Wynn changed course and wanted to expand its gambling operation across the street once Massachusetts legalized sports betting later in 2022.
To be located across the street from Encore Boston Harbor, the East of Broadway development project is expected to include 20,000 square feet of restaurant space, a sports wagering facility, a dedicated poker room, a live entertainment venue and nightclub, a 2,200-space parking garage and a 400-foot elevated pedestrian bridge connecting the new facility with the existing casino. Phase 2 of the project would include the construction of two hotels, one with 500 rooms and a second with 300 rooms, each of which would include ballrooms, restaurants, retail areas and garages with 450 spaces.
Whether or not the new facility will need a seperate gaming license due to the placement of the poker room and sports book, is what commissioners are trying to determine.

Proponents of the expansion cite more high-paying jobs and additional tax revenue that would be generated, while opponents said Wynn Resorts Ltd. has not lived up to its commitments of new jobs since Encore first opened in June 2019, that traffic and the need for police services have increased and that taxes have gone up, not down since the property opened.
Las Vegas-based gambling company Wynn Resorts is planning to expand its Encore Boston Harbor property located in Everett, Massachusetts on the historic Mystic River waterfront. The proposed 142,000 sq ft expansion, which is being called "East of Broadway," would reportedly include sports betting and poker rooms, a nightclub, a 979-seat theater and a 2,137-space parking garage. The new venue will be connected to the $2.6 billion five-star luxury resort casino by a pedestrian bridge. The city's planning board gave final approval to Wynn Resorts' expansion in a vote on Oct. 2, 2023. The Massachusetts Environmental Policy Act Office will also need to approve the project in order to move forward.
