Update: The "Richmond Grand Resort and Casino" was defeated by voters, 62-38, in Richmond, Virginia on Nov. 7, 2023 and will not be built. Similarly, on Nov 4, 2021 Richmond voters defeated, 51-49, a ballot measure to build a $517 casino project to be named ONE Casino and Resort. 

Formerly proposed as ONE Casino + Resort, a revamped effort for the project voted down by Richmond residents in 2021, was introduced by black-owned Washington media company, Urban One Inc. and Kentucky-based horse racing, gaming and entertainment company Churchill Downs Inc. on August 31, 2023. The new plan for a $562 million resort, casino, and entertainment complex rebranded as Richmond Grand Resort & Casino, is still proposed to be built on an industrial lot on the South Side of the city of Richmond, Virginia, near I95.

According to reports, the new project will include a 250-room luxury hotel along with resort-style amenities such as a luxury spa, fitness center, outdoor pool and cabanas; a 55-acre park for concerts, pickleball, festivals, farmer’s markets and other events; a gaming floor with slot machines, poker, blackjack, craps and roulette; a 3,000-seat concert venue; fine dining options including local restaurants and breweries; high-tech film and audio production facilities and event space for conventions, sporting events, and more. 

Advocates estimate the new resort and casino will bring 1,300 new jobs that will “average $55,000 in annual compensation and benefits” and “thousands of union jobs during construction.”
