On Monday, January 13, 2020, the Pamunkey Indian Tribe signed agreements to buy land on the east side of Harbor Park in Norfolk, Virginia and to build and operate a $500 million casino hotel on 13.4 acres of city land on the banks of the Elizabeth River in the heart of Norfolk. HeadWaters Resort & Casino will reportedly include a four-diamond, full-service convention hotel, with 300 rooms, several onsite restaurants, a luxury spa, a 2,500-seat entertainment venue, and indoor and outdoor swimming pools. The gaming floor would include up to 3,000 slots and 150 table games. Construction is expected to be completed in 2024.
