On Monday, January 13, 2020, the Pamunkey Indian Tribe signed agreements to buy land on the east side of Harbor Park in Norfolk, Virginia and to build and operate a $500 million casino-hotel on 13.25 acres of city land on the banks of the Elizabeth River in the heart of Norfolk. Head Waters Resort & Casino will reportedly include a four-diamond, full-service convention hotel, with 300 rooms, several onsite restaurants, a luxury spa, a 2,500-seat entertainment venue, and indoor and outdoor swimming pools. The gaming floor would include up to 3,000 slots and 150 table games.

On May 24, 2022, the Norfolk City Council decided the Pamunkey Indian Tribe's Waters Resort & Casino will not be built on tribal land. The casino will still be built in downtown Norfolk, but it will be commercial

Voters in five Virginia cities still must decide this November 2022, whether they want a casino moving into the neighborhood.

Depending on how things shake out, construction is expected to be completed in 2024.
