Update: After resubmitting their preliminary site plan for the HeadWaters Resort & Casino in November 2023, the Pamunkey Indian Tribe reportedly plan to file an application for final site plan approval and an application for a Development Certificate before December 11, 2023. Doing so will enable the applications to be considered by the Norfolk Architectural Review Board in January 2024 and considered by the Planning Commission in late January 2024, followed by the City Council hearing the applications in February 2024. Concurrent with the processing of these applications, the Tribe and its development team will be working with the City to amend the existing agreements and implement other measures to start construction as soon as possible after the applications are approved and permits granted. HeadWaters Resort & Casino in Norfolk, Virginia will be a $500 million casino hotel built on the Elizabeth River next to Harbor Park. The casino will reportedly feature 3,000 slot machines and 150 table games, and the hotel will offer 300 guest rooms and suites. Construction will start in 2022 and is expected to be completed in the summer or fall of 2024. An onsite temporary casino - to be located on the same land as the future HeadWaters Resort & Casino - will reportedly open in 2023 and operate 24/7 during the construction of the resort casino. However, as of March 2023, construction had yet to start on either the HeadWaters Resort & Casino or its temporary casino.

On May 24, 2022, the Norfolk City Council decided the Pamunkey Indian Tribe's Waters Resort & Casino will not be built on tribal land. The casino will still be built in downtown Norfolk, but it will be commercial. 

Voters in five Virginia cities still must decide this November 2022, whether they want a casino moving into the neighborhood.

Depending on how things shake out, construction is expected to be completed in 2024.
