The next step will be to get the commission's permission to proceed, once the developers demonstrate they can meet the state requirements and have financing to construct and complete the resort.

Tullis Gardens Hotel LLC has proposed what would be the first minority-owned casino in Biloxi, Mississippi. The $300 million Tullis Gardens Hotel & Casino would be situated at the site of the original Tullis Manor, which was destroyed during Hurricane Katrina in 2005, just west of Harrah’s Gulf Coast owned by real estate investment trust company Vici Properties. Included in the amenities of the Beach Boulevard resort-casino is an 11-story hotel tower with 300-plus rooms and suites, retail, music venues and restaurants, gardens and more. The over 50,000 square feet of casino space would feature nearly 1,000 slots, 35 table games and a sports book. 

A request for site approval is on the October 17, 2024, Gaming Commission agenda to be presented to the commission in Jackson, Mississippi. If site approval is granted and the developer can proceed with plans, it’s still a lengthy process before actual construction can begin. If site approval is awarded the developer will then need to get permission to proceed. They then must submit extensive plans and financial documents showing they have the funds to complete the casino resort before they start building.
